Street Adaptations in Residential Areas: A survey of Local Authorities in England and Wales
This article exposed the low level and poor quality of measures to improve the safety and environmental quality of residential streets. By comparison with many European cities at the time, England and Wales lagged far behind in this field.
Results from the survey work provided further motivation to study European practice in greater depth, which Tim Pharoah subsequently put together in the Devon "Traffic Calming Guidelines" (see link).
