Five tricks for highwaymen
How road planners by-passed the planning system to try to push through an unpopular road widening scheme at Millbank, London in the early 1980s. In the end, firm opposition by Tim Pharoah and other members of the London Amenity & Transport Association, plus fortunate timing of a local election, led to the road scheme proponents being out-maneuvered, and the damaging scheme was never built.
