Speed Management, Road Safety and Traffic Calming: Contradictions in the Policy Framework - 1990
The paper argues for a speed management framework within which physical traffic calming measures can be implemented. This challenged the traditional traffic hierarchy and traffic management concepts, which limited the achievement of safer and more livable environments. Unlike most traffic calming literature at the time, the paper argued for a speed management approach for the entire urban road network, including main traffic routes, and not just residential streets.
It was through contact at this Congress with senior officers from Devon County Council that led to Tim Pharoah being commissioned to prepare Traffic Calming Guidelines.
