Signs of new concensus over transport priorities (1990)
In 1990, it was felt that the tide had turned at last against the futile and damaging attempts over 3 decades to cater for car mobility in cities. The new direction was to prioritise safety and environmental considerations with shifts to sustainable transport modes, and limitation of traffic through traffic calming measures.
This was the conclusion from an international gathering in Paris. It was my contribution to the conference that led directly to my appointment by Devon County Council to help produce their "Traffic Calming Guidelines" (also to be found on this website).
