How to Change Travel Patterns - 1997

A paper presented at PTRC "Transport Solutions for Air Quality Management" conference, 30th January 1997.

Traffic levels continue to rise, even in cities that have taken strong environmental measures. The case is made for reducing car traffic, and ways of approaching this are suggested:
  1. Action at source (e.g. limiting car ownership, changing attitudes)
  2. Action "on the way"(e.g. restricting or reducing the level of service in relation to other modes
  3. Action at the destination (e.g. restricting or controlling the availability of parking)
Reducing car ownership (by shifting to shared cars), eliminating private parking, and creating "preferential routing" for the environment-friendly modes are amongst the measures advocated.
