Transport Strategies for Promoting City Centres - 1994 and 1996

The paper argued that city centre strategies should focus less on infrastructure and more on the desired role of the centre, and the specific contribution that access arrangements can make to achieving it. It should be noted that at the time, 1994, many city centres were stagnating or even declining, with a poor image as destinations which people would choose to visit other than for utilitarian purposes. The following 25 years saw a revival of many city centres.

The topic was first presented at a PTRC course in October 1994. An updated paper (which can be downloaded to the right) was delivered at the PTRC summer conference in June 1996.
