The main aim was to achieve a layout for the proposed new town centre that would create vibrant and viable streets, with an urban quality. Accommodating the car would be important, situated as it would be within a largely car-dependent suburban area. The intenetion was to create sufficient critical mass to enable the centre to be well served by bus. In addition the centre would have high density residential development surrounding the main retail areas, and integrated with them.
