Traffic Growth or Limitation: Filling the Policy Vacuum - 1992

Meeting the full forecast demand for road traffic is neither desirable nor possible. Policy intervention to limit demand is therefore required. There is no such policy in Britain, and this has created a vacuum in which individual transport decisions float without order or purpose. This paper calls for measures to fill this vacuum, exposes the weakness of current traffic restraint policies, and provides some pointers for action at both national and local level.
