The Objectives and Benefits of Traffic Calming - 1990
The paper argues that Britain lags behind the rest of western Europe in the development of traffic calming techniques. It points out that the sole concern in Britain is with accident reduction. This contrasts with practice in other countries which in addition is concerned with making places more livable and attractive.
It presents the concept of the "three Rs" of traffic calming:
1. Reduced Speed and calmer driving
2. Reallocation of Space from carriageway to other uses
3. Redesign and improvement of street space
