The former tin mining communities of Redruth, Camborne and Poole were in great need of regeneration. Llewelyn Davies were appointed to draw up a regeneration framework.
The transport elements of that framework were based on the principle of decoupling economic growth from traffic growth in order to move away from dependency on the car. New development was to take place where it could be served by an improved public transport system and walking and cycling access to employment and facilities. The intention was thus to hold levels of car use roughly constant, with increased movements taken up by bus, rail, cycling and walking.
