Planning for Traffic Reduction 1992

The summarises the arguments in the Friends of the Earth publication "Less Traffic, Better Towns, published earlier in 1992.

It points to the conundrum in trying to reverse the trend of traffic growth: getting people to drive less requires improvements to the alternative modes - walking, cycling and public transport - but it is difficult to improve these modes without reducing levels of car traffic.
