This guidance aims to raise the bar in terms of street design quality. It replaced former guidance (Design Bulletin 32) which had led to uniform and bland developments (and worse) due to designers and engineers sticking rigidly to standards without analysis of context.
Manual for Streets by contrast concentrates on the principles of design, and the need to address the context of a street before approaching the design appropriate to a particular location.

The principles set out in MfS are more widely applicable than just residential streets. This has subsequently been recognised by the production (CIHT with DfT) of Manual for Streets 2, which aims to extend the approach to include main urban streets and rural roads. (Tim Pharoah also contributed to MfS2.)
