Traffic Calming in Britain - "Developing the Art"

The paper argues that traffic calming should be set in the context of a strategy to reduce traffic overall. It sets out the objectives of traffic calming and calls for comprehensive treatment of urban streets.

It presents three categories of speed management, based on the priority to be attached to "living" functions of the street (or "place" as it has come to be known) relative to traffic functions.

The costs of comprehensive traffic calming are also explored.
